Rochester, MN  (KROC AM News) - The developer of the proposed Bloom project in downtown Rochester has finally submitted a preliminary design and it’s now being reviewed by city staff.

It is currently scheduled to be presented to the city Planning and Zoning Commission Feb 14th.

The design calls for two towers, parking and commercial space and public amenities totaling nearly 926,000 square feet. It would be built on the west side of the Zumbro River between 2nd and 4th streets. The city owns the land and is expected to sell it to Bloom as part of a development agreement. Also to be worked out will be the amount of tax increment financing, which could be in excess of $10-million.

Under the current plan, a 21 story tower would be constructed first on the south end of the site. It would include 215 apartments for seniors (161 individual and assisted living and 54 memory care units). The second phase of the project calls for a 28 story tower on the north end that would include 181 hotel rooms and 132 condo units(The Broadway Plaza building on Broadway is 29 stories).  Both towers would include parking garages totaling about 500 spaces. Nearly half may be public spaces to make up for the loss of the city’s 2nd St ramp.

If the plan is approved by the Planning and Zoning Commission and City Council, it could be finalized later this year.
