Good or Bad Idea? Parking Lot At Apache Mall

I was At Apache mall yesterday and maybe it's just me, but they re-paved a new parking lot and put a sidewalk where you can safely walk to the mall. But for some reason unknown to me, they painted parking lines OVER the sidewalk so cars park ON THE SIDEWALK!
Call me crazy, but I had to do a double take and snap these pictures. Wouldn't you think it would make more sense to put the lines NEXT to the sidewalk, so no cars could park over it?
