Rochester, MN (KROC-AM News) - Proposals impacting the future and history of downtown Rochester will be the subject of public hearings before the Rochester City Council Monday evening.

One of the hearings involves the preliminary plan for what could become the largest private development in the history of downtown Rochester. Bloom International Realty has submitted plans for a two-phase project on city-owned land along the Zumbro River between 2nd and 4th streets southeast. The first phase calls for a 22 story tower with over 200 senior living apartments, including assisted living and memory care units.

The second phase features a 28 story tower at the north end of the property with room for just over 180 hotel rooms and over 130 condominiums. Both towers would include parking garages with about 500 total spaces and half of them would be for public parking to replace the spaces from the current 2nd Street Parking Ramp. The development would also include space for restaurants, shops, and offices.

If the preliminary plan is approved by the City Council, staff would proceed with working on a final development agreement that would include the acquisition of the land needed for the project and a public assistance package that could be in excess of $10 million.

The City Council will hold a public hearing Monday night concerning the fate of the former Carlton Hotel building just east of the Methodist Hospital. The current Day’s Inn is nearly 100 years old and was recently recommended to receive the landmark property status under Rochester’s Heritage Preservation Ordinance. The city’s Heritage Preservation Commission recently voted 6-4 to recommend the landmark status, which would make it more difficult for the owner of the property to make changes or even sell it.
