Rochester, MN (KROC-AM News) - The Olmsted County Sheriff’s Department has made another arrest in connection with a series of construction site thefts in recent months.

Sheriff’s Captain Scott Behrns says 25-year-old Justin Quam was taken into custody last night after a search warrant was executed at his rural Byron home and investigators uncovered another large stash of stolen tools and other construction equipment. Behrns says investigators believe Quam was working with 25-year-old Matthew Tlougan, the Rochester man who was arrested on Sunday after “many thousands of dollars” worth of stolen equipment was discovered at an abandoned farm site west of Rochester.

Behrns says both men had been under investigation as “persons of interests” for the thefts until a big break came last weekend when a security camera video captured a vehicle linked to Tlougan leaving a solar farm construction site that had been burglarized in Wabasha County.
