Rochester, MN (KROC AM News) - This is it.  Longtime Olmsted County Administrator Richard Devlin walks out of his office for the last time Tuesday.

Devlin has served as the top non-elected official in county government for 45 years. That makes him the longest serving county administrator in Minnesota, and possibly the country.

Heidi Welsch was appointed by the County Board in August to become the new administrator, beginning Wednesday. Welsch began working for Olmsted County in 2013 as director of Family Support and Assistance. She was named Deputy County Administrator last October.

Welsch’s previous work history includes positions in both Hennepin and Dakota Counties, the State University System, the Metropolitan Council and the Minnesota Bureau of Criminal Apprehension. She also earned a Doctorate in Public Administration from Hamline University.
