Do you have a wet basement? Chances are, your rain gutters are plugged with leaves from last fall or from the little "helicopter thingy's" from this spring's trees.
Take a look at the front and back of the house. Is there rain pouring over the gutters? If there is, that rain will soak straight down into your foundation, causing the water to go into your basement.
Some people get gutter guards to prevent that. Some have a special tool they can try to use to scrape the gutter out. Me? I use a gas powered leaf blower. It gets all of the leaves out, plus all of the little shingle specks that wash in.
