Rochester Fairgrounds Shooter Sentenced on Felony Assault Charge

Rochester, MN (KROC-AM News) - A shooting last year at the Olmsted County Fairgrounds has resulted in a prison sentence for a Rochester man.

19-year-old Kelvin Armando Figueroa-Millan was arrested last October, a little over a month after shots were fired during an altercation involving a group of people outside Graham Arena 3 on the night of September 2. The criminal complaint says the venue was hosting a quinceanera party at the time.

The responding Rochester police officers found three spent shell casings at the scene of the shooting.

The court documents indicate investigators identified Figueroa-Milan as the suspected shooter. He was arrested on the morning of October 6 during a traffic stop and was charged with second-degree assault with a dangerous weapon and a felony count of reckless discharge of a firearm.

Earlier this summer, Figueroa-Milan entered a plea agreement and admitted to the second-degree assault charge.

He was sentenced this morning to three years in prison, which is the presumptive sentence under state sentencing guidelines. Court records also show he was ordered to pay more than $1500 in restitution.
