Rochester, MN (KROC-AM News) - Rochester’s new skyway ordinance is now in effect, which means they are expected to be closed from midnight to 5:30 AM.  

The City Council gave its final approval Monday.

The council adopted the ordinance after getting complaints about the number of people who were sleeping in the skyways. Enforcing the ordinance will be limited to criminal activity until a new warming center opens next month. 

The ban on sleeping will only apply during the time the skyways are closed.

Police Capt. Jeff Stilwell says the goal of the department is to connect those who have been sleeping in the skyways with service providers. He says this includes those involved in shelters, housing, mental illness, and counseling services. 

Stilwell says behavioral complaints connected to skyways totaled 45 in October and 67 so far this month. He says the number of people sleeping in the skyways ranges from 20 - 40 per night.
