Why Is A Wacky Inflatable Arm Guy Atop The Water Tower Near The Apache Mall? – [WATCH]

I got the shock of my life when I was riding to work this morning. Have you seen this before?

Apparently, there's a wacky inflatable arm guy on top of the water tower right near the Apache Mall. You can see it as you're merging on or off of 52. If you're thinking, "WHOA! That's an awesome prank!" you aren't alone. I thought the same thing until I realized that there was a reason it's there. Watch it move here!

Recently, RPU decided to put these guys on top of water towers in the area to discourage turkey vultures (and other birds) from pooping all over it. Apparently, the clean up can get really expensive! Who knew!?

In all seriousness, I'm wondering if this is a way to balance the crow intake that tends to happen in the fall and winter. This seems safe for the birds and financially sound as well.
