The criminal complaint, filed in Olmsted County Court Tuesday morning, says the crash occurred shortly after 9:30 Sunday night.
Two vehicles were involved in the collision.

Woman Taken to Hospital, Rochester Man Arrested Following Crash at Broadway & Hwy. 14
38-year-old Givonne Royell Jones is charged with two counts of gross misdemeanor criminal vehicular operation, gross misdemeanor violation of license restriction and misdemeanor DWI.
Sunday night’s injury crash occurred at the intersection of Hwy. 14 and South Broadway Ave. Jones was driving a car that rear-ended a small SUV that was stopped at a red light, the complaint indicates.
Both vehicles were heading west on Hwy. 14. Two people were in the SUV and Jones was the lone occupant of the sedan.
The complaint says Jones had gotten out of his vehicle and fell down as a responding Rochester police officer was rendering aid to the SUV passenger. The officer helped Jones off the ground and noticed the strong odor of an alcoholic beverage.
Jones also had slurred speech and was showing other indicators of impairment, the complaint alleges. He was arrested on suspicion of DUI and refused a preliminary breath test at the scene.
Jones asked for medical attention and was also brought to a hospital where he was uncooperative with officers and argumentative with staff, the complaint says.
Jones was medically cleared and taken to the Olmsted County Jail where he was compelled by a warrant and strapped to a restraint chair to submit a blood sample, the complaint says.
The passenger told police she hit her head on the SUV’s dash when Jones struck the vehicle. She was taken to a hospital for treatment of a 1 1/2 inch laceration to her right cheek, the court document says.
The driver complained of back pain, the complaint says.
Court records indicate Jones has multiple convictions for DWI and driving after revocation or cancellation. Jones was released without bail following his first court appearance on Tuesday and is due back in court next month.
