Three Dead In St. Paul After Dispute Over Parking Garage Fee

St. Paul, MN (MinnesotaNow)- Authorities have identified the victims and the suspect in a triple homicide case.

St. Paul police responded to several callers who reported hearing gunshots and screams coming from the leasing office of an apartment building at 1517 St. Paul Ave. in St. Paul shortly before 4:00 Monday afternoon.

Upon arrival officers located three people who had died of gunshot wounds.

The Ramsey County Medical Examiner’s Office has identified the victims as 25-year-old Nansi G. Fuentes Zambrano of Inver Grove Heights, 56-year-old Dena M. Silcox of St. Paul and 43-year-old Adam J. Wilwerding of Oakdale.

All three died at the scene.

Police identified the suspected gunman as 30-year-old Tsegaab A. Binessu of St. Paul. He was taken into custody by the St. Louis County Sheriff’s Office in Virgina, MN.

A criminal complaint filed Tuesday against Binessu says he confessed to killing the two women and man to his roommate.

He had gone to the leasing office to try and get out of paying a monthly fee for a spot in the apartment building’s parking garage because he sold his vehicle, the complaint says.

Camera footage from inside the office shows Binessu talking to staff. He is then seen raising his shirt, producing a handgun from his waistband and firing gunshots at two of the victims before the video cut out, the charges say.

The court document says responding officers found 21 spent shell casings at the scene of the homicide. He then took one of the victim’s vehicles and drove to northern Minnesota.

Binessu is charged with three counts of second-degree murder. His bail has been set at $10 million and he’s due to make his first appearance in Ramsey County Court on Wednesday morning.
