Austin, MN (KROC-AM News) - The death of a 2-year-old child whose body was found earlier this year along a highway in Steele County has officially been ruled a homicide.

The Minnesota Bureau of Criminal Apprehension issued a statement today saying it has completed its investigation of the circumstances surrounding the death of Noelani Robinson and have forwarded the findings to the Mower County Attorney's Office. The report indicates the Southern Regional Medical Examiner's Office determined the toddler died of homicide due to blunt force trauma to the head.

Her body was found by a passerby in a ditch along Highway 218 near Blooming Prairie in March. She had been the subject of an Amber Alert issued by authorities in Milwaukee, Wisconsin where her father is charged with murdering Noelani's mother. Investigators previously indicated they believe Higgins brought the girl to Minnesota and stayed at a hotel in Austin prior to the child's death.

The Mower County Attorney's Office is now reviewing the BCA investigative report, presumably to determine if there is enough evidence to file criminal charges in connection with Noelani's death.
