Retired Minister Pleads Guilty to Killing 911 Dispatcher

Minneapolis, MN (KROC-AM News) - A retired suburban Twin Cities minister has admitted to a criminal vehicular homicide charge for driving drunk and killing a 911 dispatcher a little over a year ago.

72-year-old Richard Shaka today entered into a plea agreement in Hennepin County Court that resulted in the dismissal of two other criminal vehicular homicide charges stemming from the death of 30-year-old Jenna Bixby. She was driving to her job at the Minneapolis Emergency Communications Center when her car collided head-on with an SUV driven by Shaka the night of February 17th, 2018. Adding to the tragedy, Bixby’s husband was at home listening to a police scanner when the fatal crash occurred.

Shaka, who is from Blaine, was hospitalized after the crash. The criminal complaint says his blood-alcohol-concentration was tested after his arrival at the hospital at over twice the legal limit for driving.

He is scheduled to be sentenced on May 14th.
