Twin Cities Man Sentenced in Rochester Juvenile Sex Sting Case

Rochester, MN (KROC-AM News) - A Twin Cities man has been sentenced to probation for a conviction stemming from a Rochester underage sex solicitation sting investigation.

Maple Grove man sentenced in Rochester sex sting

Fifty-one-year-old Troy Alvin Wagner was charged last fall with one count each of soliciting a child to engage in sexual conduct through electronic communication and engaging in electronic communication describing sexual conduct with a child. Olmsted County Court records indicate that he entered into a plea agreement in June and admitted to the charge of engaging in electronic communication describing sexual conduct with a child.

The Maple Grove man was sentenced Monday in Olmsted County Court to three years of probation. He was also required to register as a predatory offender.

Undercover officer posed as 14-year-old girl

According to the criminal complaint against Wagner, he was arrested by Rochester police in late October of last year after he arrived at a Rochester park to meet with a person he was led to believe was a 14-year-old girl. Instead, he learned he had been communicating with a law enforcement officer posing online as a juvenile girl.

The court document says he arrived at the park with pillows and blankets in the back of his vehicle.

Online conversations continued for months

It was alleged that Wagner first messaged the undercover officer in August of last year and engaged in almost daily online conversations with the officer until October 12. The charges say that's when he first discussed meeting with the 14-year-old and then began sending messages of a more sexual nature.

Under the terms of his plea deal, if he successfully completes his probation, his conviction would be converted from a felony to a misdemeanor on his criminal record.
