Hazama was elected Rochester Mayor in 1979 and served 8 consecutive terms until he decided not to seek re-election in 1995. Much of his focus during his first few terms in office was on helping to lead the effort to secure funding for Rochester's flood control project after the city was devastated by record flooding in 1978. His first decade in office also saw a major revitalization of downtown Rochester and Hazama's launch of the annual Rochesterfest celebration.
