St. Charles, MN (KROC-AM News) - St. Charles man was arraigned today in Winona County Court on felony sexual assault charges.

64-year-old Stephen Conlin is facing three counts of fourth-degree criminal sexual conduct in a gross misdemeanor charge of contributing to the delinquency of a child. His conditional bail was set at $50,000.

According to the criminal complaint, the alleged sexual conduct occurred at "The Buzz," a St. Charles head shop operated by Conlin. The alleged victim is described as a juvenile girl between the ages of 14 and 16 years old. She told investigators that she passed out after smoking from a bong that had been prepared by Conlin and woke up to find herself on the ground and being sexually touched by Conlin.

The court document indicates Conlin apologized to the girl as she fled from the business. She also told investigators that when she came to, her "vision was not right, the colors were weird, and things were delayed."

In her statement to investigators, the girl stated that it was commonly known at her school that Conlin would "smoke you up for free," and would offer her discounts on marijuana and drug paraphernalia because he found her attractive.

Conlin is well-known in St. Charles, where he was a candidate for Mayor 10 years ago. According to a 2012 story by the Associate Press, Conlin continued to campaign even after he was convicted of selling and possessing marijuana due to a raid on his home and his business in 2010. Court records also show he has had several other convictions involving the sale and possession of marijuana.
